The Federal Aviation Administration (FAA) has issued a Notice of Proposed Rulemaking (NPRM) that would now require charter, commuter and air tour operators, and aircraft manufacturers to implement a safety management system (SMS).
Affecting all Part 135 and Part 91.147 air tour operator certificate holders as well as certain Part 21 type certificate (TC) and production certificate (PC) holders, the proposal is open for comments until April 11, 2023.
